NCASEAI / Research guides
Saudi regulation research, from the regulator's own pages
A rule is only useful with its source. NCASEAI reads VAT and e-invoicing from ZATCA's own documents, and holds data-protection, commercial-registration and banking facts with a link to the law or register that states them.

What you can ask
- What is the standard VAT rate?
- What is the e-invoicing wave 24 threshold and deadline?
- What is the maximum penalty under the PDPL?
- How many banks are licensed in Saudi Arabia?
- What is the fine for an unconfirmed Commercial Registration?
Example questions. NCASEAI answers each from its sources, or names the gap.
How NCASEAI handles a rule
- Each rule is a ledger row: the figure, who published it, the period it applies to, and the date of the document.
- A reference at the end of every report links to the page or PDF that states it. A link counts as checked only after someone opened it and found the figure there.
- Where the regulator's document is read directly, the figure is labelled Official figure. Where the team restated a law by hand, it is labelled Other source.
- When a rule changes, the new figure becomes a new row. The old one is kept and marked superseded.
What it reads today
The Saudi publishers NCASEAI reads today. A source that is not connected is never guessed at.
- Connected
- ZATCA, SAMA, World Bank
- Partly connected
- GASTAT (selected tables, through DataSaudi, as Other source)
- Not connected yet
- MISA, Etimad, CST, SFDA
Investment licences (MISA), telecom (CST) and product registers (SFDA) are not connected yet, so those questions get a named gap, not a guess.
What you get
- The rule with its source and date
- A numbered reference list with links to the documents
- A risks and regulation section in the report
- Arabic and English versions
NCASEAI supports research. It does not replace legal, tax or regulatory advice, and a rule can change after the date of the document it was read from.
Questions
Is this legal advice?
No. It is research with sources. Confirm anything you will act on with the regulator or a Saudi adviser.
How current are the rules?
Every figure shows the date of its document. Connected documents are re-read on a daily schedule, and a changed figure becomes a new row.
Which regulators does it cover?
ZATCA's VAT and e-invoicing documents are read directly. Data protection (SDAIA), commercial registration and the SAMA banks register are held with their sources. MISA, CST and SFDA are not connected yet.
