NCASEAI / Research guides
Research a Saudi market entry before you commit
Entering Saudi Arabia means understanding the market and the rules at once. NCASEAI gathers the economy, VAT and e-invoicing, data-protection and commercial-registration facts from the documents that state them, and drafts the go-to-market and risk sections of a report.

What you can ask
- What is the VAT registration threshold?
- What is the e-invoicing wave 24 revenue threshold, and its deadline?
- What is the maximum fine under the Personal Data Protection Law?
- What is the penalty for an unconfirmed Commercial Registration?
- Which has more people: Riyadh, Makkah or the Eastern Province?
Example questions. NCASEAI answers each from its sources, or names the gap.
How NCASEAI approaches entry research
- Tax, e-invoicing, data-protection and commercial-registration facts come with the document that states them as their source.
- On the market side it uses population by region, the economy and prices from connected sources.
- Ask for the go-to-market and risks sections and NCASEAI drafts them from the research, labelled as its judgement, with no new figures.
- Investment licences (MISA), telecom rules (CST) and product registers (SFDA) are not connected yet. NCASEAI names them as gaps and says who publishes them.
What it reads today
The Saudi publishers NCASEAI reads today. A source that is not connected is never guessed at.
- Connected
- ZATCA, SAMA, World Bank
- Partly connected
- GASTAT (selected tables, through DataSaudi, as Other source)
- Not connected yet
- MISA, Etimad, CST, SFDA
Entry questions touch several publishers. The list below shows which are connected today and which are not.
What you get
- The market-entry outline: the market, licences, tax and invoicing, data protection, entry mode and partners
- Sections for the go-to-market plan and for risks and regulation
- A reference list that links every rule to its document
- Reports in English and Arabic
NCASEAI supports research. It does not replace legal, tax or regulatory advice: confirm licensing with MISA and a Saudi adviser before you commit.
Questions
Does NCASEAI tell me which licence I need?
No. Licences are published by MISA, which is not connected yet, so the question gets a named gap and who to ask. It is research, not legal advice.
Is the VAT information official?
The VAT rate and registration thresholds are read from ZATCA's own guideline and labelled Official figure. Each shows the date of the document it came from.
Do I need a Saudi company to use it?
No. Anyone can create a free account and ask. It is built for companies already in Saudi Arabia and for those looking at it.
